English: Coat of arms of Bălcăuți, Suceava County, Romania.
Română: Stema comunei Bălcăuți, județul Suceava, România.
Descrierea stemei: Stema comunei Bălcăuți se compune dintr-un scut pe fond roșu. Scutul este încărcat cu un scut în formă de inimă, de argint, străpuns de o săgeată cu vârful spre stânga, neagră. Scutul este timbrat cu o coroană murală cu un turn de argint.
Semnificațiile elementelor însumate: Propunerea de stemă a comunei Bălcăuți asigură concordanța elementelor acesteia cu specificul economic, social, cultural și tradiția istorică ale comunei, respectând tradiția heraldică a acestei zone și legile științei heraldicii. Coroana murală cu un turn de argint semnifică faptul că așezarea este comună.

  • (e) news and press information;
  • (f) simple facts and data.

Also, according to Chapter 10 Article 85 Paragraph 2,

  • The photographs of letters, deeds, documents of any kind, technical drawings and other similar papers shall not benefit from the legal protection accorded to copyright.

Therefore this image is assumed to be in the public domain worldwide, although some of the above categories may be subject to usage restrictions within Romania.
