(from ro.wiki: Stema comunei Tomşani, potrivit anexei nr. 1.8 din Hotărârea de Guvern numărul 1891/2004, publicată în Monitorul Oficial al României numărul 1077 din 16 noiembrie 2004, se compune dintr-un scut triunghiular cu marginile rotunjite, roşu, bordat albastru, încărcat cu un ştiulete de porumb, de aur, încadrat de două spice de grâu, de aur, dispuse în evantai; câmpul scutului este separat de bordură de o linie îngustă de argint. Scutul este trimbrat de o coroană murală de argint, cu un turn crenelat.)

Also, according to Chapter 10 Article 85 Paragraph 2,

  • The photographs of letters, deeds, documents of any kind, technical drawings and other similar papers shall not benefit from the legal protection accorded to copyright.

Therefore this image is assumed to be in the public domain worldwide, although some of the above categories may be subject to usage restrictions within Romania.
